Cells in the review state are in the middle of a pairing or governance review and have temporarily restricted external visibility. Paused cells have voluntarily suspended publication; their contributors have typically reallocated to adjacent cells, often as part of a merger or fission process. Cell IDs are drawn from a mathematicians' surname list; they have no meaning beyond uniqueness.
